Election Reform Bills – House/Senate Side by Side and Analysis (Corrected as of 5/10/02) House Bill – H.R. 3295 Topics – Differences/Similarities/Analysis Senate Bill – S.565 Title of Legislation “Help America Vote Act of 2001” ??   The titles of the legislation will have to be assimilated “Martin Luther King, Jr. Equal Protection of Voting Rights Act of 2002” Punchcard Buyout Program ??   Within 30 days of passage of the legislation, GSA shall establish and administer a one-time payment program to State or local governments that used punchcard machines for the November 2000 election.    ??   Recipients must use the funds to replace punch card systems with a non- punchcard system by purchase, lease, etc.  Funds can be used as reimbursement if equipment has been replaced since the November 2000 election. ??   Recipients must obligate the funds before the November 2002 elections. ??   New equipment must be in place by the November 2004 election. ??   State or local governments can apply for a waiver of these deadlines to the Election Assistance Commission. ??   An application for this funding must be submitted within 120 of passage of ??   The entire punchcard buyout program is only found in the House bill. ??   House considered this program to allow for transition time before the new commission was set up.
